An assessment of Georgia's record of compliance with European Court of Human Rights judgments from 2023 to 2025, identifying systemic issues and areas of persistent non-execution.

Georgia remains under the enhanced supervision procedure of the Committee of Ministers of the Council of Europe in respect of several structural cases concerning conditions of detention and the independence of the judiciary. Over the period under review, 23 judgments became final, of which 18 have been partially executed and 5 remain pending without any legislative or administrative action taken by the respondent state.
